El Fenómeno de El Niño – Oscilación del Sur (conocido como ENOS) es un evento climático complejo caracterizado por el calentamiento anormal de las aguas superficiales del océano que combinado con un comportamiento anómalo de la atmósfera ocasiona cambios en los patrones climáticos normales.  Según los pronósticos actuales existe una probabilidad del 100% que el Fenómeno ocurra, y que éstas condiciones se mantengan durante el último trimestre del 2023 e incluso que persistan hasta principios de 2024. Si bien cada evento es único, para Ecuador, el ENOS significa una mayor recurrencia de lluvias por encima de lo normal que probablemente ocasionarán inundaciones y deslizamientos en zonas vulnerables de la geografía.

Como resultado, una serie de efectos e impactos económicos y humanos serían previsibles, estando los sectores productivo, agropecuario, de infraestructura y transporte entre los más afectados.   

En este contexto, el 19 de septiembre de 2023, el Gobierno Nacional de Ecuador a través de la Secretaría de Gestión de Riesgos, declaró el estado de Alerta Naranja por la posible ocurrencia del ENOS en 17 provincias. Por tanto, es imperativo que las empresas estén informadas sobre este Fenómeno y cómo puede afectar sus operaciones y a la vida de sus colaboradoras/es, con el fin de reflexionar sobre la adopción de medidas de preparación y respuesta a nivel individual y colectivo. Así también, comprender la mejor manera en que las empresas locales pueden aportar a la respuesta humanitaria y la recuperación post-desastre, para contribuir de manera más eficaz en momentos de crisis y así también enfocar sus contribuciones a la recuperación sostenible de mediano y largo plazo.

Este webinar está co-creado por la Cámara de Industrias y Producción (CIP) y la iniciativa Connecting Business (CBi), un proyecto conjunto de la Oficina de Coordinación de Asuntos Humanitarios (OCHA) y el Programa de las Naciones Unidas de Desarrollo (PNUD). Busca resaltar la importancia de la preparación ante desastres del sector privado ante El Fenómeno El Niño en Ecuador; informar sobre los impactos estimados del fenómeno para la población y el sector empresarial; mostrar las medidas y acciones que están tomando el gobierno y el sistema de las Naciones Unidas para mitigar dichos impactos; y dar inicio a un espacio de reflexión sobre las medidas que puede adoptar el sector privado en preparación al ENOS.

OBJETIVOS

1. Concientizar y movilizar al sector privado sobre la necesidad de tomar medidas en preparación ante la amenaza de El Niño en Ecuador.
2. Informar al sector empresarial ecuatoriano sobre el pronóstico de evolución del fenómeno El Niño en Ecuador, el impacto estimado en las diversas áreas del país, y puntos críticos o áreas de mayor afectación.
3. Mostrar las acciones anticipatorias que se están llevando a cabo en Ecuador para mitigar los efectos del ENOS, poniendo a disposición de las empresas ecuatorianas información relevante para la toma de decisiones.
4. Comunicar las áreas de atención y medidas lideradas por el Gobierno Nacional, así como presentar el Plan de Contingencia Intersectorial y acciones anticipatorias que está llevando a cabo el Equipo Humanitario País de las Naciones Unidas.  

PARTICIPANTES 

Este webinar está dirigido a empresas del Ecuador que estén interesadas en obtener información detallada sobre el impacto del ENOS en Ecuador, las líneas de acción del gobierno y de las Naciones Unidas en términos de preparación, y las posibles consecuencias para el sector privado. Son bienvenidas las empresas afiliadas a la Cámara de Industrias y Producción (CIP), así como el sector privado en general, academia, entidades de gobierno o agencias de cooperación internacional que estén interesadas en el impacto de El Niño en el contexto ecuatoriano.

El evento será presentado en español y contará con interpretación simultanea al inglés para la participación de otras Redes Miembros de CBi global y empresas interesadas.

The El Niño – Southern Oscillation Phenomenon (known as ENSO) is a complex climate event characterized by abnormal warming of the surface waters of the ocean that, combined with anomalous behavior of the atmosphere, causes changes in normal climate patterns. According to the forecasts as of July 2023, there is an 82% probability that the Phenomenon will occur, and that these conditions will be maintained throughout 2023 and even persist until the beginning of 2024. Although each event is unique, for Ecuador, the ENSO means a greater recurrence of above-normal rainfall that causes flooding and landslides in vulnerable geographic areas.

As a result, a series of economic and human effects and impacts would be foreseeable. The productive, agricultural, infrastructure and transportation sectors are among the most affected.

In this context, on May 15, 2023, the National Government of Ecuador, through the Secretariat of Risk Management (SGR), declared the state of Yellow Alert due to the possible occurrence of ENSO in 17 provinces, the effects of which are expected to be They start between November and December. In this context, it is imperative that companies are informed about this Phenomenon and how it can affect their operations and the lives of their collaborators, in order to reflect on the adoption of preparation and response measures at an individual and collective level. This webinar is co-created by the Chamber of Industries and Production (CIP) and the Connecting Business Initiative (CBi), a joint project of the Office for the Coordination of Humanitarian Affairs (OCHA) and the United Nations Development Program (UNDP). ). This webinar is aimed at companies in Ecuador that are interested in obtaining detailed information about the impact of ENSO in Ecuador, the lines of action of the government and the United Nations in terms of preparation, and the possible consequences for the private sector.
